It is clearly written in the constitution that there is an elected government in Delhi, which can make all decisions except for three things: police, land and public order.

After that there is no way for the central government, except for three things, to police land and public order information going to LG.
But now the BJP government in the center has decided to bypass the Constitution and Supreme Court order that LG has the right to make a final decision even if it is an elected government in Delhi.
