In Bihar, online payment has been made mandatory for all projects of the 15th Finance Commission in Gram Panchayats. This will be applicable from the financial year 2021-22, which is April. The Panchayati Raj Department has started preparations for this.
The digital signatures of concerned officials and representatives of the three tier village panchayats are being taken for online payment. This system will be applicable in Zilla Parishad, Panchayat Samiti and Gram Panchayats. It is known that the amount received from the recommendation of the 15th Finance Commission has been distributed in the upper third. 70 percent will be given to the Gram Panchayat, 20 percent to the Panchayat Committee and ten percent to the Zilla Parishad. Now the chief and other representatives will not be able to deduct the check to pay the amount of the plans. Now this amount goes directly to the account of the concerned person or agency from the Panchayat Account. The account of each penny can be found on the Government of India portal e-gram Swaraj. The full details of the plan, the date, the amount given, and the full details are automatically visible on the portal.
The central and state government can get complete information in one click on the computer. This will facilitate monitoring of projects. At the same time, the implementation of the project is accelerated. Community building, renovation of wells, piped water, park, sanitation, toilet etc. will also be done for the benefit of the people with the 15th Finance Commission.
How the amount will be paid
Online payment is made through PFMS (Public Fund Management System) software. Digital signatures of officers and representatives will be registered. The account of all panchayats is linked to PFMS. The amount is released through the digital signature of the representative and the worker. This includes the technical assistance of the executive assistants working in the panchayats. The agent also has a password, which can be paid only after entering it. This system has been upgraded from Zilla Parishad to Panchayat level. Not yet at the ward level.
